Guards arranged fights with teens at state lockup

Internal reports show guards with the Texas Juvenile Justice Department regularly assaulted incarcerated teenagers by engaging them in fights.
The reports obtained by the Austin American-Statesman evealed the assaults at the McLennan County State Juvenile Correctional Facility, east of Waco, went on for months.
Guards accosted the teens by throwing them to the ground and punching them. So-called fight clubs have been discovered at lockups elsewhere but the Texas case differs because it involved guards.
The department said three employees have been fired and others disciplined.
The department already is facing intense scrutiny in the wake of a sex-abuse scandal six years ago that resulted in broad reforms.
Lawmakers previously have threatened to dissolve the department when they return to Austin in 2015 if operations did not improve.
