Texas lawsuit challenges teacher job evaluations

Seven teachers and their union have filed a federal lawsuit against the Houston school district seeking to end the practice of tying student test scores to teacher job evaluations.

The lawsuit filed Wednesday contends the method used by the Houston Independent School District is arbitrary, unfair and a violation of teachers' due-process rights.

The case focuses on a statistical model that analyzes test data to determine a teacher's effectiveness.

District officials have defended the method because they say it identifies teachers whose students are making the most progress.

But the lawsuit argues teachers see their evaluations fluctuate from year to year despite little change in their teaching practices.

The lawsuit is one of the first to challenge teacher evaluations that hinge on student test results.
